Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Bill Dircks, Public Works Director <br />Date: October 22, 2025 <br />Re:Purchase of 2025 Toolcat <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />ο‚·The purchase of a new 2025 Toolcat from Tri State Bobcat in the amount of $15,000. <br />Background: <br />The city purchased a new Toolcat in 2023 for $71,653.40. Since that time, the unit has had <br />nothing but problems, ranging from loose fittings to a bad hub that needed to be replaced. It has <br />been in for service over a dozen times. In at least two cases, it was returned directly to the <br />distributor immediately after being received for a new issue. <br />Staff have become increasingly frustrated with the unit and have tried a new distributor for the <br />most recent repair. While the machine was still at that vendor, city staff met with representatives <br />from Bobcat and Tri State Bobcat (our local distributor here in Little Canada) to discuss the <br />machine and the options available to us. <br />In the end, Tri State Bobcat and Bobcat agreed to take back the old machine on a trade and give <br />us a brand new 2025 Toolcat. <br />Tri State put an agreement together that includes the city purchasing a 2025 Bobcat Toolcat for <br />$75,000. Tri State will also take back the 2023 Toolcat and give the city $60,000. The resulting <br />net cost to the city for the new machine is $15,000. The agreement also includes a 60-month <br />warranty on the new Toolcat. <br />Toolcats are a critical part of Public Works and Parks operations. There are three in the fleet, and <br />they perform a wide variety of tasks year-round, including plowing sidewalks and performing <br />numerous tasks in the parks. There are multiple implements used with it, such as a snowblower, <br />a plow, a mower, and a broom. <br />Strategic Priority: <br />N/A <br />Source Of Funds: <br />A new Toolcat was budgeted for in the 2025 Capital Improvement Fund in the amount of <br />$75,000.
