<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bryce Shearen, City Administrator <br />Laura Linehan, Assistant City Administrator <br /> <br />Date: November 12, 2025 <br /> <br />Re: Companion Animal Control LLC & Companion Animal Care LLC Agreement <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Agreement with Companion Animal Control LLC & Companion Animal Care LLC <br />(CACC) for services related to impounding animals as part of our contract cities' law <br />enforcement agreement with Ramsey County Sheriff’s Office. <br /> <br />Background: <br />Earlier this fall, municipalities were informed that the Animal Humane Society had decided to <br />end it’s impound housing program, effective December 31, 2025. <br /> <br />Ramsey County Sheriff’s Office recommends using Companion Animal Control LLC & <br />Companion Animal Care LLC (CACC) of Oakdale, MN, to provide impound services that will <br />be lost at the end of the year by the Animal Humane Society. <br /> <br />As part of their service offerings, CACC provides three service models: <br />1. Impound Boarding Only <br />2. Reserve Animal Control + Impound <br />3. Full Service Animal Control + Impound <br /> <br />Each service model includes the standard care, which encompasses: animal intake & housing, <br />disposition & live outcomes, ownership & release, health, safety & medical care, as well as <br />operational & policy frameworks. Each service model also includes a monthly retainer, which is <br />priced based on the city’s resident population. <br /> <br />The contract cities discussed options and agreed that CACC would be the best choice for <br />continuing impound services. With the service level options offered by CACC, the contract cities <br />and Ramsey County Sheriff's Office concluded that the Impound Boarding Only option, as <br />outlined in the attached agreement, was the best fit. <br /> <br />Strategic Priority: <br />N/A <br /> <br />
