Monthly Retainer Fees <br />To ensure reliable and consistent coverage, municipalities are billed a monthly retainer based on <br />human population. Retainers guarantee 24/7/365 access to contracted services. <br />Impound Boarding Only – reserves kennel space for impounded animals. <br />Reserve Animal Control + Impound – provides backup field response and impound services. <br />Full-Service Animal Control + Impound – provides full field response, enforcement, dangerous <br />dog administration, and impound services. <br />(Population-based retainer tables are detailed in the full agreement.) <br />Service Fees <br />In addition to the monthly retainer, municipalities are billed per-use service fees: <br />Animal Control Pickup Fees – Flat rates per call (day, night, holiday), mileage, multiple-animal <br />fees, and enforcement hourly rates. <br />Impound/Boarding Fees – Paid directly by the animal’s owner at reclaim. If the animal is <br />unclaimed, the flat boarding rate is invoiced to the municipality. <br />Dangerous Dog Declarations (Full-Service only) – Declaration processing fees are charged <br />directly to the animal’s owner. <br />Billing & Transparency <br />CACC issues monthly invoices to the designated municipal contact. <br />Invoices clearly separate retainer charges, pickup service fees, and impound/boarding costs. <br />Each invoice includes a case number, address of pickup, animal information, and outcomes to <br />ensure full transparency. <br />Municipalities may seek owner restitution for pickup fees when appropriate, as ownership <br />information is always provided with each case. <br />This approach ensures that animal control remains a core public safety function, while also <br />providing flexibility for municipalities seeking owner restitution when appropriate. <br />fee structure & billing overview <br />page 5
