MINUTES OF THE JOINT WORKSHOP MEETING <br />COMMUNITY BUILDING TECHNICAL ADVISORY COMMITTEE <br />CITY COUNCIL <br />PARKS COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />OCTOBER 2, 2025 <br /> <br />Pursuant to due call and notice thereof, a joint workshop meeting of the City Council, Parks <br />Commission, and Community Building Technical Advisory Committee of Little Canada, Minnesota, <br />was convened on the 2nd day of October 2025 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br /> <br />Mayor Tom Fischer called the meeting to order at 6:30 p.m., and the following members were present <br />at roll call: <br /> <br />COMMUNITY BUILDING TECHNICAL ADVISORY COMMITTEE: Parks and Recreation <br />Director Steven Anderson, City Administrator Bryce Shearen, Assistant City Administrator Laura <br />Linehan, Recreation Coordinator Emily Lindabaur, TAC Lead Facilitator Monika Miller, Council <br />Member Dave Miller, Council Member Amanda Gutierrez, Parks and Recreation Commission Chair <br />Ron Horwath, Parks and Recreation Commissioner Maggie Delong Miller, Parks and Recreation <br />Commissioner Shawn Hipp, Parks and Recreation Commissioner Jason Owens, Resident Asa Posner, <br />Resident Jordan Ruplinger. Absent: Parks Maintenance Supervisor Derek Anderson and Resident Curtis <br />Loschy. <br /> <br />CITY COUNCIL: Mayor Fischer and Council Member Malone. <br />Absent: Kwapick. <br /> <br />PARKS & RECREATION COMMISSION: Mui, Tuomie, Williams, and Watrud. Absent: None. <br /> <br />STAFF REPORTS <br /> <br />COMMUNITY BUILDING DISCUSSION <br />The Parks and Recreation Director provided information on the need for the community building, <br />parcel acquisition, community building think tank, 2025-2030 Strategic Plan, and Technical Advisory <br />Committee (TAC). <br /> <br />Ruplinger provided information on the TAC core purposes, tasks, deliverables, and meeting schedule. <br /> <br />The TAC Lead Facilitator presented information on community engagement, engagement takeaways, <br />executive summary, and supporting information related to the recommendations within the summary. <br /> <br />Posner provided additional information on sustainability. <br /> <br />The Parks and Recreation Director stated that the TAC is working to finalize the official final report <br />and highlighted the upcoming TAC meetings. <br /> <br />Tuomie appreciated the thought that has been put towards sustainable design and efficiency, as well as <br />planning for future needs. He noted the importance of clear communication to residents related to <br />financing for the project. <br />226
