MINUTES <br />CITY COUNCIL <br />OCTOBER 2, 2025 <br /> <br /> <br /> <br /> <br /> <br /> <br />2 <br /> <br />Mui asked for information on the anticipated everyday use of the building, noting the potential for food <br />service or a coffee shop that could draw people in regularly. <br /> <br />Gutierrez noted that a coffee shop could be something as simple as a coffee cart, so that is an option <br />that could be considered. <br /> <br />Horwath stated that one of the challenges is that they are focusing on community building rather than a <br />community center. He stated that the space would not lend itself to having an on-site vendor, but could <br />support a vendor that comes in for certain occasions and/or events. <br /> <br />Mayor Fischer stated that perhaps they could build in the infrastructure to accommodate a portable <br />vendor feature, such as that. <br /> <br />The TAC Lead Facilitator provided additional input on why they chose not to pursue a commercial <br />kitchen option, along with the costs that would be related to that type of amenity. She stated that the <br />vendors they spoke with stated that they would prefer to prepare items off-site, so that they could bring <br />them to the building for sale at certain times or for events. <br /> <br />Mui commented that he would love to see a space for local businesses to bring their food/beverage <br />items for sale, as that would draw people into the building more regularly. <br /> <br />Malone commented that perhaps once a month, they have a pop-up local vendor. <br /> <br />D. Miller agreed that it could be accommodated to have vendors rotate in. <br /> <br />Horwath commented that his family uses the fire hall for Thanksgiving, and they prepare their food at <br />home, but there is an oven to keep the turkey warm. He noted that most people do not want to fully <br />prepare food at a facility like this, but to bring prepared food to serve. <br /> <br />Owens commented that he likes the greenspace around the building, and perhaps the multi-purpose <br />room could be opened up with food carts, or even food trucks could come to the site, and people could <br />gather in the greenspace area around the building. <br /> <br />Malone noted that they should also plan for exterior power sources to prevent cords from having to be <br />run long distances. <br /> <br />The TAC Lead Facilitator reviewed some of the input they received from other facilities they toured on <br />things they have learned and wished they had incorporated in the original design, such as the AV <br />system. Additional input was provided on materials, and other input they received. <br /> <br />Malone asked for more information on the programming space. <br /> <br />Williams explained that the dedicated programming space would allow programming to be run and <br />materials to be stored, while other spaces could be rented. <br />227
