MINUTES
CITY COUNCIL
OCTOBER 2, 2025

4

Mayor Fischer agreed that it makes sense to have publicly accessible bathrooms, and the details can be
worked out and adjusted as they move forward.

Malone suggested having a small bathroom on the other side of the building for staff.

There was additional discussion on types of rentals, how to prevent conflicts between different uses in
the buildings, and how things can be controlled through the hours of use, reservations, and building
layout.

Hipp commented that she would like to see a strong connection to the playground in the north.

The Parks and Recreation Director reviewed the recommendations from the TAC. The group agreed
that language should be included to specify that displaced park amenities/features will be replaced.

Mayor Fischer recognized that the City will take on debt for this project, and it was noted that the
Finance Director has provided some options and is willing to share information on those options for
those who have additional questions. It was noted that the City Council will further discuss the
funding mechanisms and ultimately make that choice.

The Parks and Recreation Director reviewed the next steps, and there was additional discussion as to
the role each group would play throughout that process.

Mayor Fischer thanked the members of the TAC for their input and dedication throughout this process.

ADJOURN

There being no further business, the meeting was adjourned at 8:22 p.m.

__________________________________
Thomas Fischer, Mayor

Attest:

_________________________________
Heidi Heller, City Clerk
229
