MINUTES <br />CITY COUNCIL <br />OCTOBER 2, 2025 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br /> <br />The Parks and Recreation Director provided additional input on the input they received, explaining that <br />they should have a separate programming space away from the rentable portions of the facility. He <br />noted the time necessary to flip a space from programming to rental, and back. He stated that <br />community and neighborhood groups could still have access to the space if needed, but they would not <br />try to rent that space for general use. <br /> <br />Mayor Fischer asked if the recreation uses and programming should be moved to the fire hall, and the <br />more office uses could be moved from the fire hall to the community building. <br /> <br />The Parks and Recreation Director commented that the fire hall still fulfills a rental need within the <br />system and community, but they are unsure of the future of the fire hall as the years progress. He <br />stated that it would be a disservice to the building not to include the recreation/programming space. <br /> <br />Mayor Fischer stated that in the future they could repurpose the fire hall as a recreation space, and the <br />dedicated recreation/programming space could then become more rentalable space in the community <br />building. He spoke of the importance of providing sufficient technology and AV equipment to allow <br />businesses to rent space for off-site meetings. He encouraged the TAC not to think so much about the <br />budget, as that will be an issue for the Council to think about. <br /> <br />Miller commented on the importance of the park as part of the recreational programming space, which <br />is why he would not want to see recreational programming moved from the community building to the <br />fire hall. He also spoke about building orientation and the importance of the views from inside the <br />building. <br /> <br />Mayor Fischer agreed, noting that he visited some of the buildings in other communities and also <br />noticed the importance of the building orientation. <br /> <br />Horwath spoke about the importance of being able to create privacy for renters while also making the <br />space feel inviting for park users when the spaces are not being rented. <br /> <br />Mayor Fischer commented that he noticed the tennis and basketball courts are missing. <br /> <br />The Parks and Recreation Director confirmed that the tennis and basketball courts are missing in all <br />concepts, with the exception of concept one. He noted the noise that is created by the courts, which <br />may not be ideal for a rental use. He noted that it would be proposed to move the courts to the east <br />side of the park if they are displaced from this location in the park. <br /> <br />Malone asked if there would be outdoor space available for the rentals, such as weddings. <br /> <br />The Parks and Recreation Director explained how landscape screening would create privacy for rentals <br />that want to use some outdoor space, such as weddings or graduation parties. <br /> <br />Owens provided additional input on the discussion the TAC had related to bathrooms and the <br />importance of those bathrooms being accessible to the public. <br />228
