Staff Report <br />To: Mayor Fischer and Members of the City Council <br />From: Sam Magureanu, Finance Director <br />Date: November 12, 2025 <br />Re: TIF 7-3 (Owasso LLC Project) Tax Increment Revenue Note <br />Action to be considered: <br />Motion to approve a $800,000 Tax Increment Revenue Note in relation with TIF 7-3 (Owasso <br />LLC Project) as outlined in the development agreement approved by council on November 1st, <br />2021. <br />Background: <br />On November 1st, 2021 the City of Little Canada entered into a development agreement with <br />Owasso LLC and established a tax increment financing plan which provided for the use of tax <br />increments to finance a portion of the extraordinary site improvement development cost related <br />to the construction of a new warehousing facility. The City agreed to reimburse the developer <br />for the lesser of (a) $800,000, or (b) the actual costs of the site improvements actually incurred <br />and paid by the Developer. These reimbursements shall be reimbursed through the issuance of a <br />TIF Note and shall be payable solely from the tax increments. <br />Since TIF increments were first collected from Ramsey County in 2025, the developer has <br />demonstrated that site improvements have been completed and that the developer incurred and <br />paid all costs (in excess of $800,000) of construction of the site improvements, the City needs to <br />issue and deliver the $800,000 TIF Note as outlined in the developer agreement. <br />Strategic priority: <br />N/A <br />Source of funds: <br />Tax Increment Revenues collected from Ramsey County <br />Staff recommendations: <br />Motion to approve a $800,000 Tax Increment Revenue Note in relation with TIF 7-3 (Owasso <br />LLC Project) as outlined in the development agreement approved by Council on November 1st, <br />2021. <br />Attachments: <br />•Little Canada TIF 7-3 Note <br />•Developer Agreement
