Staff Report

To: Mayor Fischer and Members of the City Council

From: Eric Seaburg, City Engineer

Date: November 12, 2025

Re: Little Canada Road Improvements – SPRWS Rider to Agreement

Action To Be Considered:
Motion to approve, table, or deny the following:
• Rider #36 to Agreement with St. Paul Regional Water Services (SPRWS) to allow
construction of stormwater facilities on SPRWS-owned property

Background:
The planned Little Canada Road Improvements Project will trigger the Ramsey-Washington
Metro Watershed District's stormwater management rules. Very early in the design process, the
necessary stormwater facilities were sited within property owned by St. Paul Regional Water
Services (SPRWS). The proposed design has been coordinated with SPRWS for the last two
years or so. With the design nearing completion, SPRWS staff have reviewed and approved the
proposed work. Consistent with past City-led projects involving SPRWS-owned property, the
City and SPRWS will enter into a Rider to the existing Agreement, first established in 1966. The
Rider sets the expectations and terms for the City’s long-term need to operate stormwater
facilities on the property.

Source Of Funds:
This action does not have a fiscal impact. Consistent with past Riders, SPRWS is providing
access to the property at no cost to the City.

Staff Recommendations:
Staff recommends that the City Council pass the Resolution authorizing the Thirty-Sixth Rider to
the Agreement.

Attachments:
• Resolution Authorizing the Thirty-Sixth Rider to Agreement
• Thirty-Sixth Rider to Agreement
