Planning Commission <br />April 4, 2012 <br />Page Two <br />3. Curb and gutter is not proposed around the south and east portion of the <br />existing lot that is to remain in place. We would recommend parking stops be <br />added on this portion of the lot to define the edge of the lot. <br />4. Due to the presence of clay soils infiltration is not feasible on -site. The small <br />ponding area in the southwest corner should be modified so that draintile can <br />be installed or the depth reduced to ensure drawdown within 48 hours. If <br />installed the garden design should be modified to eliminate the overflow onto <br />the street. <br />Utility Plan <br />1. The draintile serving the north infiltration pond runs northwest across the <br />property to just south of Country Drive where it is proposed to cross Spruce <br />Street and connect into an existing City catchbasin on the west side. <br />Typically we would require the applicant extend the City storm storm sewer <br />across the street and install a new catchbasin in the east curb line to connect <br />into. However, there is not sufficient depth to allow this. Therefore, we would <br />recommend that the Applicant be required to install a 27" diameter structure <br />on the draintile line just prior to the line leaving the property. From that point <br />a rigid pipe capable of supporting vehicle load with minimal cover should be <br />installed to the City catchbasin. <br />2. The storm sewer installation on the north end of the property will require an <br />extension across Spruce Street. The minimum replacement section should <br />be noted as 8- inches of Class 5, aggregate base and 4- inches of bituminous <br />(2 lifts). <br />Drainage Calculations <br />1. The existing discharge rate will need to be met or lowered under the <br />proposed conditions for each discharge point. For example, the north <br />discharge can not be combined with the discharge to the south and then <br />compared, but rather the rate for each direction must be reviewed. <br />2. The calculations must also account for the rate control provided by the <br />missing storm sewer inlet and parking lot ponding discussed in the existing <br />conditions section above. <br />Miscellaneous <br />1. A large parking area is shown north of the building to document proof of <br />parking but it is our understanding that the applicant will not be constructing <br />that parking at this time.
