The subject site lies in an area (along Country Drive) characterized by office - warehouse <br />uses. According the Land Use plan, no changes to the current office /office - warehouse <br />uses are proposed in the area. Consistent with the directives of the Land Use Plan, the <br />building in question was formerly occupied by office - warehouse uses. <br />Although the code section for Group Day Care references children, such day care <br />facilities are licensed under the same set of regulations by the State. <br />Pick -up / Drop -off Activities. The facility provides van pick -up and drop -off for the 80 <br />adults in the program. The applicants expect to operate approximately 6 such vans (15 <br />passengers each) to pick up clients each morning, transport them to the facility for the <br />day, then return them to their homes in the afternoon. The applicants have indicated <br />that the great majority of their clients live in single family homes throughout the area, <br />rather than in other group housing. Very occasionally, the applicants indicate that one <br />or two clients may drive themselves to the facility for the day's activities, although this <br />would be rare. <br />The various requirements of the Code relating to Adult Day Care are met by the <br />applicant's submission materials. The applicants have a current license provided to the <br />City. That license provides for care for up to 88 persons, specifically between the hours <br />of 8:00 a.m. and 4:00 p.m. Staff has checked with the Minnesota Department of Human <br />Services to confirm that the applicants' license is the proper one meeting the code <br />reference in the City's ordinance. <br />Off - Street Parking. The off- street parking supply for the subject building was originally <br />calculated based upon expected building occupancy by office warehouse uses. Since <br />much of the building would be occupied by persons arriving in vans, along with staff of <br />11 on -site, more than adequate parking exists on the property to serve the current uses. <br />Recommendation <br />The proposed adult day care would share a building in which less than 25 percent of the <br />floor area will most likely be devoted to office warehouse uses. <br />Based on the preceding review, our office recommends approval of the PUD Permit <br />based upon the following findings: <br />1.
