<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br /> <br />Date: December 3, 2025 <br /> <br />Re: Country Drive Rehabilitation Project and Authorize Project and Easement Acquisition <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Resolution ordering the Country Drive Rehabilitation Project, authorizing the preparation of <br />plans and specifications, and authorizing necessary easement acquisition for the project. <br /> <br />Background: <br />Rehabilitation of Country Drive is included in the 2026-2035 Capital Improvement Plan as a <br />programmed project for 2026. The proposed project extent is from the St. Paul Waterworks Corridor to <br />South Owasso Boulevard. Notably, the section of Country Drive from Little Canada Road to the St. <br />Paul Waterworks Corridor is being reconstructed as part of the 2026 Little Canada Road Improvements <br />Project. A Project Location Map is included for reference. <br /> <br />A Feasibility Report has been prepared that details the proposed project scope, costs, method of <br />funding (including Special Assessments), and schedule. The bullet points below highlight each of the <br />proposed improvements. <br /> <br />• Street Improvements <br />A 3” mill and overlay with spot curb and gutter and spot utility improvements is proposed for <br />Country Drive. This is the same rehabilitation type that was performed on Country Drive in <br />2024 (South Owasso Blvd to the north). <br /> <br />• Watermain and Sanitary Sewer Improvements <br />Consistent with past projects, the underground watermain and sanitary sewer utility systems <br />have been reviewed for overall condition and long-term integrity. The systems are in good <br />condition and are proposed to be left in place. Minor improvements will be made to each <br />system to ensure reliability. <br /> <br />• Storm Sewer Improvements <br />The storm sewer systems within each project area were reviewed and found to be in good <br />condition. Minor improvements will be made as needed to ensure the storm sewer system <br />provides reliable long-term service for the new roadway. <br />
