• Sidewalk Improvements
Consistent with the City’s adopted Sidewalk and Trail Map, the City’s long-term vision
includes sidewalks along Country Drive. As such, the addition of a sidewalk was evaluated
during the preparation of the Feasibility Report. Adding a sidewalk was found to be cost-
effective and not overly intrusive to adjacent properties.

An informational meeting was held with affected property owners on October 14, 2025. There, the
proposed project scope, costs, and funding sources were discussed, with property owners given the
opportunity to comment and ask questions. The property owner of 2885 attended the meeting, along
with one of their tenants. Both attendees supported the project and were very pleased to hear that a
sidewalk was being proposed. A discussion with the property owner of 2965 Country Drive took place
after the meeting; that discussion was also very positive, and the property owner expressed support for
the proposed improvements.

The estimated overall project costs and financing for the 2026 Country Drive Rehabilitation Project are
shown below:

Item
Total
Estimated
Cost
Infrastructure
Capital
Improvement Fund
Stormwater
Utility Fund Assessments
Street $605,556.80 $461,087.87 $144,468.93
Sanitary Sewer $2,920.50 $2,920.50
Water Main 3,504.60 $3,504.60
Storm Sewer $39,329.40 $39,329.40
Sidewalk $581,000.00 $581,000.00
Total: $1,232,311.30 $1,048,512.97 $39,329.40 $144,468.93

The sidewalk design is far enough along to understand easement needs. While no permanent easements
are needed from abutting property owners, a temporary grading easement is needed from 2885 Country
Drive. As such, a resolution authorizing easement acquisition must be approved by the City Council
before a compensatory offer can be provided to the property owner. Because the Country Drive
Rehabilitation Project is being paired with the Little Canada Road Reconstruction Project, the
acquisition must follow the same federal guidelines and standards, including an appraisal and fair-
market compensation.

The project team has met with the property owner of 2885 Country Drive on several occasions, and the
property owner is supportive of the project and the easement acquisition process.

Strategic Priority:
The proposed Country Drive sidewalk addresses the 2025-3030 Strategic Priority: Delivering Dynamic
Community Spaces by executing plans for trails and pathways.

Source Of Funds:
Project funding for this project, inclusive of easement acquisition, is provided in the 2026-2035 Capital
Improvement Program.
