Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Laura Linehan, Assistant City Administrator <br />Ben Harrington, Community Development Director <br />Date: December 17, 2025 <br />Re:2026 Planning Commission Appointments <br />2026 Planning Commission Chair Appointment <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Appoint Monika Miller and Taelor Johnson for a 3-year term from 2026-2028 <br />Appoint a Planning Commission Chair in 2026 <br />Background: <br />Commissioner Term Background <br />The term of office for Taelor Johnson and Kari Boe-Schmidtz will expire on December 31, 2025. <br />The city received a letter from Taelor Johnson requesting reappointment, and a letter from Kari <br />Boe-Schmidtz stating that she is not requesting reappointment. As part of the recruitment <br />process, five new applications for the Planning Commission were received. <br />Both new and returning applicants were interviewed by a Planning Commission interview <br />committee consisting of Mayor Tom Fischer, Council Member Angie Malone, and Chair <br />Johnson. Community Development Director Ben Harrington and Assistant City Administrator <br />Laura Linehan served as staff support. Historically, council members rotate their involvement on <br />the commissioner interview committee. <br />The interview committee was very impressed with all the candidates, ultimately recommending <br />Monika Miller for appointment and Taelor Johnson for reappointment. <br />About Taelor Johnson <br />Taelor Johnson has served two terms as a Planning Commissioner, with an initial appointment to <br />fill a vacancy in 2017. Taelor was appointed to the position of Chair in 2023 and is requesting <br />reappointment for her third term. <br />About Monika Miller <br />Monika Miller has lived in Little Canada for two and a half years. Professionally, she serves as <br />an Associate Planner for a small community in Dakota County. Most recently, she served the <br />city as the Facilitator for the Technical Advisory Committee for the Community Building. She is
