<br /> <br />Increase in Commercial Charges – The City currently charges $60 + 1.5% of the project value. City <br />Staff is proposing to increase it to 2% of project value to be more in-line with nearby communities <br />and acknowledge the greater complexity of inspection of commercial projects. <br /> <br />Licensing: <br />Massage and Complementary or Alternative Health Care Practices <br />Add CAHC to Massage License Fees – City Staff are proposing for CAHC practices to have the <br />same fees as massage establishments. <br /> <br />Rental Housing Licenses – Given the complexity of these fees, Staff are proposing to separate them <br />into their own table and section of the fee book rather than being a subset of all license types. City <br />Staff have had frequent struggles with some properties in achieving compliance in a timely manner <br />due to late-cancellations, lack of follow-up from the landlords, and a lack of <br />preparedness/completion of items when reinspections due occur. We are proposing several updates <br />that are in-line with nearby communities and best practices to ensure compliance with the rental <br />licensing program. <br /> <br />1. Create clear reinspection fees that escalate for every additional reinspection <br />a. City is currently charging $40 for reinspections, starting at 2nd reinspection (third <br />inspection at a unit). This fee has evidently not been large enough to deter the worst <br />offenders from <br />2. Late-cancellation, lockouts, and no-shows are not excused. <br />a. We’d like to resolve any ambiguity about what happens if a landlord fails to appear <br />or cancels late on us. <br />3. Off-Cycle (complaint based) inspections – Occasionally, Staff receive complaints for tenants <br />outside the regular inspection cycle about issues in their home/unit/building. The proposed <br />fee schedule is that structured that if a complaint is verified, Staff would charge the standard <br />reinspection <br />4. Administrative Inspection Warrant – While the City of Little Canada has thankfully not <br />needed to seek a warrant to achieve an inspection, this process can be necessary if a tenant <br />or landlord is obstructive/uncooperative. This is a timely and expensive process and we <br />would like to ensure the City receives compensation for its effort and time in this event. <br />5. Added a late renewal fee - $100, similar/slightly less than other communities. <br />6. Added a failure to register fee – Double registration costs as stated in the Ordinance. <br /> <br />The cost of rental housing licensing for landlords who have been compliant and remain compliant <br />with the minimum standards of property maintenance will not increase, these changes primarily <br />affect habitual offenders. <br /> <br />Park Rental Fees <br />Staff reviewed park rental fees with the Parks & Recreation Commission who recommended a 5% <br />increase for resident rental fees and a 10% increase for non-residents rental fees. Similar small <br />increases to these rental fees are typically done every year. <br /> <br />Right of Way Permit Fees <br />The Right-of-Way permit fee is currently a $200 flat fee for each permit regardless of what type of <br />work the permit is for. During the last few construction seasons there have been some very large <br />directional drilling jobs that have been city-wide or in large chunks of the city. The utility owner <br />generally obtains numerous permits rather than one permit for all the work, but underground drilling
