<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Heidi Heller, City Clerk/HR Manager <br /> <br />Date: December 17, 2025 <br /> <br />Re: Personnel Policy Updates <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve the Amended Personnel Policy language as presented <br /> <br />Background: <br />The City of Little Canada Personnel Policy gets amended occasionally for specific things, but a full <br />review of the whole policy for legal language, best practices and law changes has been needed. The <br />Personnel Policy was sent to our city attorney’s office at Eckberg Lammers for a full review. Their <br />recommended changes are shown in red, and staff’s proposed changes are shown in blue. Most of <br />the attorney’s updates are self-explanatory but a few are explained more below. <br /> <br />Once the language is approved by Council, staff will redo the table of contents and make the <br />necessary changes throughout the document of section number references, etc. <br /> <br />Proposed changes: <br />• Page 2: added the Little Canada Core Values <br />• Page 20: COBRA - the policy states that employees will pay 102% of the city’s cost to <br />provide coverage. If the billing is coming from the provider or a 3rd party, they will charge <br />an administrative fee, but staff does not see the need to charge this additional fee when there <br />is little time needed to do billing. Staff recommends removing the 2% fee if billed by the <br />city. <br />• Page 20: Long-Term Disability - Council has agreed to pay the cost of LTD for eligible <br />employees so this updates that change <br />• Page 64: Alcohol and Drug Testing Policy for Commercial Drivers - as best practice, the <br />attorney’s office has recommended removing this policy from the Personnel Policy and <br />making it a stand-alone policy. <br />• Page 94: Uniform Policy - this is being updated to include providing certain clothing for the <br />inspections staff for safety and city identification purposes. A few minor changes for Public <br />Works clothing to correspond with current practices. <br />• Page 95: Sunshine Fund – staff is recommending this policy be removed. While we <br />understand the reason why this was put in place, staff struggles with collecting the money, <br />and then determining fairness when there is a payout situation. For example: If someone <br />contributed for 2 years, but then hasn’t contributed for 2 years and now has a situation that is <br />on the qualifying list for a contribution.
