All accessory buildings must comply with <br />district impervious surface limits and may not occupy more than 35 percent of the rear yard. <br /> <br />For multifamily properties and common interest communities, new detached accessory <br />buildings will be reviewed through the site plan review process. <br /> <br />3. Accessory Buildings – Non-Residential <br />Current standards are unclear regarding accessory buildings on commercial, industrial, and <br />public properties. <br />The proposed update establishes limits for these properties, allowing one detached accessory <br />building by right, not exceeding 30 percent of the floor area of the principal structure. Property <br />owners seeking additional or a larger building(s) may apply for a Conditional Use Permit. <br /> <br />4. Conditional Use Criteria <br />The ordinance introduces clear CUP criteria for detached accessory buildings. The existing <br />code allows CUPs for oversized accessory structures but lacks findings and standards to guide <br />the review process. The proposed update provides defined criteria to support consistent staff <br />analysis, Planning Commission recommendations, and ultimately City Council decisions. <br /> <br />5. Accessory Dwelling Units (ADUs) <br />The proposed ordinance permits ADUs in the R-1, R-2, and R-C districts with the following <br />standards: <br />• Permitted only on lots with a single-family dwelling <br />• ADUs permitted only within detached accessory buildings <br />o Accessory dwelling units attached to the home would be considered a duplex <br />and not permitted under this update <br />• Only one rental license per property (ADU and Single-Family home cannot both be <br />rented) <br />• No short-term rentals on properties with ADUs <br />• May utilize existing utility connections if sufficient capacity exists <br />• May be assigned a separate address <br />• One off-street parking space required <br /> <br />To read the full text of the provisions specifically related to ADUs along with Staff notes, <br />please see Attachment C. <br /> <br />6. Exterior Building Materials <br />Existing standards for accessory building materials are vague and scattered across several <br />sections. <br /> <br />The proposed ordinance consolidates and clarifies these standards, modernizes permitted <br />materials, and introduces clearer maintenance expectations. <br /> <br />Stricter material standards for multi-family housing and manufactured home parks remain <br />unchanged. <br />
