MINUTES <br />PARKS & RECREATION COMMISSION <br />APRIL 5, 2012 <br />The Engineer indicated that a sidewalk easement will be needed from the <br />gas station and the four residential homes on the south side of the street. <br />A sidewalk easement will also be needed from the property at the <br />southwest corner of Little Canada Road and Edgerton Street. Some right - <br />of -way will be needed from the Church. The Engineer indicated that, <br />otherwise, the project as proposed fits in the existing right -of -way. <br />The Engineer pointed out that the driving lanes will be narrowed and will <br />consist of two 11 -foot driving lanes, two 3 1/2 foot bike shoulders, a <br />sidewalk, and boulevard area. The Engineer indicated that the design plan <br />will be submitted to the County for approval. The Engineer then noted <br />that crosswalks are proposed at intersections. He noted the trail that <br />comes out to Little Canada Road just east of the intersection with <br />McMenemy Road. He indicated that in discussing this with the Council, <br />the Council asked that the Commission comment on a crosswalk location <br />for this trail. It was the consensus of the Commission that the crosswalk <br />occur at the intersection of McMenemy Road, with signage at the trail <br />directing walkers /bikers to this crosswalk. The Commission felt the <br />crosswalk should not be located outside of the intersection. The Engineer <br />pointed out that there is a 5 -foot on- street bike shoulder in this area, so <br />there was adequate room to direct walkers /bikers to the intersection via <br />signage to cross Little Canada Road. The Engineer also noted that the <br />crosswalks from the parking lots across McMenemy Road and Little <br />Canada Road will remain. The Commission agreed, and indicated that <br />people would continue to cross in these locations; therefore, maintaining <br />these crosswalks would enhance safety. <br />Sanders asked about the location for reducing the driving lanes from four <br />to two. The City Engineer indicated that originally the plan was to have <br />this occur closer to the interstate. However, this would require <br />replacement of existing concrete curb and gutter which is a cost paid for <br />entirely by the City. Therefore, it is less expensive for the narrowing to <br />occur further to the east. <br />Maida asked why a standard right -turn lane is not being proposed at <br />McMenemy Road. The Engineer noted that this is due to the location of <br />one of the St. John's Church driveways. The Engineer indicated that a <br />turn -lane would not even he proposed in this location other than to help <br />with the stacking of vehicles that occurs when parents pick up their <br />children from school. The Engineer noted that the turn -lane proposed is <br />about 100 feet in length and should accommodate about 5 vehicles. <br />The Engineer noted that there is about a 6 foot boulevard area proposed <br />between the sidewalk and the street, except in the location where turn - <br />lanes are proposed. In these areas there is about 2 feet of boulevard area. <br />Given the difficulty of growing grass in a limited area such as this, the <br />engineer proposed a 2 foot clear zone of stamped concrete.
