<br />• Page 29: PTO/ESST Pay-off at termination of employment. The second sentence was <br />confusing and there are situations when someone could have more PTO hours than <br />described here on their last day, and all PTO hours earned should be paid out at termination. <br />An example of more hours would be that employees may request a higher carryover amount <br />if they have a plan to use them in the first few months of the year or exempt employees <br />receive their additional PTO hours at the end of the year which do not count in the carryover <br />amount. <br />• Page 56: There have been restrictions on how employees can be paid out when they leave <br />for their PTO, Deferred Sick Leave, and Sick Leave, and where the money can go to. Staff <br />has no preference as to where the money gets paid to, the city is paying out the same amount <br />no matter where it goes. The employee should have the choice on where the funds go, <br />subject to plan and IRS restrictions. <br />• Page 56: The last sentence of the 2nd paragraph under Severance Pay is being removed since <br />it is no longer applicable as of 2016. <br />• Pages 58-62: Changes recommended by the employment attorney to be more consistent <br />with other cities language, and to simplify the city’s processes. <br /> <br />Once this second update is approved by Council, staff will redo the table of contents and make the <br />necessary changes throughout the document of section number references, etc. <br /> <br />Staff Recommendations: <br />Staff recommends approval of the Personnel Policy updates as presented. <br /> <br />Attachments: <br />• Updated Personnel Policy (1-12-2026 version)
