Staff Report

To: Mayor Fischer and Members of the City Council

From: Bryce Shearen, City Administrator
Laura Linehan, Assistant City Administrator

Date: January 14, 2026

Re: Review and Discuss City Council Code of Conduct Policy for City Council
Members

Action To Be Considered:
Review and discussion purposes only:
• City Council Code of Conduct Policy for City Council Members

Background:
In 2022, a former City Council Member suggested the Council should consider adopting a Code
of Conduct in order to provide expectations of behavior for those current and future City Council
members. Council was supportive, and therefore, staff drafted a Code of Conduct Policy, which
was discussed in 2022.

On January 10, 2024, staff presented an updated policy for consideration at the City Council
meeting, which was ultimately approved. At that meeting, the City Council also requested that
staff bring the Code of Conduct to the Council on an annual basis.

Therefore, on January 22, 2025, staff presented the Code of Conduct to the City Council with no
changes from the original 2024 document, which was reaffirmed by the City Council at that
meeting.

As it is the new year, staff is once again bringing this Code of Conduct Policy to the City
Council for review. However, with significant changes made to the Open Meetings Law in 2025,
staff felt it was appropriate to have the entire Code of Conduct Policy reviewed by City Attorney
Amanda Johnson to properly incorporate those changes and to provide any other recommended
changes for council consideration.

Proposed Changes:
Attachment A has the redline version of the City Council Code of Conduct. Many changes are
editorial or clarifying in nature and are concurrent with Open Meetings Law changes. Staff
recommends that other policy-level redline changes be reviewed for consideration, as discussed
by the Council, prior to formal adoption.
