<br />In her review, City Attorney Amanda Johnson outlined that the City Council could consider <br />adding several other items, including: <br />• Remedies or consequences for what happens if a council member does not uphold this <br />code of conduct <br />• Line around public resources (staff time, city equipment, etc.) shouldn’t be used for <br />private/personal business by council members <br />• Notice of attendance – if a council member has reason to believe that there will be a <br />large/controversial attendance at an upcoming council meeting, they have the obligation <br />to inform the city administrator as soon as they become aware <br />• Discouraging use of cell phones during meetings other than for urgent matters <br />• Formalizing the current practice of not responding in the moment to public <br />comment/open forum <br /> <br />Therefore, in addition to changes for remote meeting attendance policies, Attorney Johnson and <br />staff have provided draft language to include the items listed above for council discussion and <br />consideration at the workshop. <br /> <br />These additions can be reviewed on the following pages: <br />• Code of Conduct violation: Additions on Page 1-2 <br />• Statement on Council preferring in-person attendance for meetings: Additions on Page 2 <br />• Public resources use: Additions on Page 3 <br />• Responding in public forum: Additions on Page 4 <br />• Cell phone use: Additions on Page 4 <br />• Notification for significant public interest on agenda item: Additions on Page 5 <br /> <br />Next Steps: <br />Once reviewed and discussed with the City Council, staff will make changes and bring forward <br />the formal adoption of this Code of Conduct at the January 28 City Council meeting. <br /> <br />Strategic Priority: <br />N/A <br /> <br />Source Of Funds: <br />No budgetary impact at this time. <br /> <br />Staff Recommendations: <br />Staff recommends reviewing the attached Code of Conduct policy track changes and provide <br />applicable feedback at the City Council Workshop on January 14. <br /> <br />Attachments: <br />• Attachment A: Redline Code of Conduct Policy
