<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bryce Shearen, City Administrator <br />Laura Linehan, Assistant City Administrator <br /> <br />Date: January 28, 2026 <br /> <br />Re: City Council Code of Conduct Policy for City Council Members <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve City Council Code of Conduct Policy for City Council Members <br /> <br />Background: <br />In 2022, a former City Council Member suggested the Council should consider adopting a Code <br />of Conduct in order to provide expectations of behavior for current and future City Council <br />members. Council was supportive, and therefore, staff drafted a Code of Conduct Policy, which <br />was discussed in 2022. <br /> <br />On January 10, 2024, staff presented an updated policy for consideration at the City Council <br />meeting, which was ultimately approved. At that meeting, the City Council also requested that <br />staff bring the Code of Conduct to the Council on an annual basis. <br /> <br />Therefore, on January 22, 2025, staff presented the Code of Conduct to the City Council, with no <br />changes from the original 2024 document, and the City Council reaffirmed it at that meeting. <br /> <br />As it is the new year, staff is once again bringing this Code of Conduct Policy to the City <br />Council for review. However, with significant changes made to the Open Meetings Law in 2025, <br />staff felt it was appropriate to have the entire Code of Conduct Policy reviewed by City Attorney <br />Amanda Johnson to properly incorporate those changes and to provide any other recommended <br />changes for council consideration. <br /> <br />Proposed Changes: <br />Attachment A has the redline version of the City Council Code of Conduct. Many changes are <br />editorial or clarifying in nature and are concurrent with Open Meetings Law changes. Staff <br />recommends that other policy-level redline changes be reviewed for consideration by the Council <br />prior to formal adoption. <br /> <br />In her review, City Attorney Amanda Johnson outlined that the City Council could consider <br />adding several other items, including: <br />• Remedies or consequences for what happens if a council member does not uphold this <br />code of conduct
