<br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />RESOLUTION NO. 2026-1-11 <br />RESOLUTION APPROVING COMMITMENT OF THE LOCAL MATCH AND <br />AUTHORIZING CONTRACT EXECUTION FOR THE 99 COUNTY ROAD B <br />REDEVELOPMENT GRANT APPLICATION <br /> <br />WHEREAS, Lupe Development Partners proposes to construct a 106-unit affordable <br />senior housing apartment development at 99 County Road B in the City of Little Canada, Ramsey <br />County, Minnesota, legally described as Parcel Identification Number 072922430003 <br />(“Property”); and <br /> <br />WHEREAS, the City of Little Canada has reviewed and approved the proposed land use <br />and development entitlements for the project and has coordinated with the developer in connection <br />with state bonding through Minnesota Management and Budget; and <br /> <br />WHEREAS, redevelopment of the Property requires eligible redevelopment activities, <br />including public infrastructure improvements and soil correction, which present financial barriers <br />to redevelopment; and <br /> <br />WHEREAS, the Minnesota Department of Employment and Economic Development <br />(“DEED”) administers the Redevelopment Grant Program to assist with eligible redevelopment <br />costs for previously developed sites; and <br /> <br />WHEREAS, submission of a Redevelopment Grant application requires the applicant to <br />commit local matching funds and authorize execution of grant-related agreements. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />LITTLE CANADA, MINNESOTA, AS FOLLOWS: <br /> <br />1. The City of Little Canada shall act as the legal sponsor for the project contained in the <br />Redevelopment Grant Program application to be submitted to the Minnesota Department <br />of Employment and Economic Development by February 1, 2026, and the Community <br />Development Director is hereby authorized to apply for funding on behalf of the City. <br />2. The City of Little Canada affirms that it has the legal authority to apply for financial <br />assistance and possesses the institutional, managerial, and financial capability to ensure <br />adequate project administration. <br />3. The City Council hereby commits the sources and amounts of the local match identified in <br />the Redevelopment Grant application, subject to the limitations set forth in this resolution. <br />4. The City of Little Canada’s contribution toward the required local match shall not exceed <br />$200,000, which shall be provided using Local Affordable Housing Aid (LAHA) funds for <br />eligible redevelopment costs. Any remaining local match required for the project shall be <br />provided by Lupe Development Partners or associated entity and shall not constitute an <br />obligation of the City. <br />5. The City acknowledges that if the project identified in the application fails to substantially <br />provide the public benefits listed in the application within five years from the date of the
