<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bill Dircks, Public Works Director <br /> <br />Date: January 28, 2026 <br /> <br />Re: Little Canada Road Railroad Crossing Replacement <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Agreement with CPKC Rail to replace the railroad crossing at Little Canada Road at a <br />cost of $183,134.84, with the city paying $103,494.84 plus additional funds estimated at <br />$8,000 for traffic control and paving Little Canada Road following the crossing work. <br /> <br />Background: <br />The at-grade railroad crossing on Little Canada Road has deteriorated to the point where it needs <br />to be replaced. It was originally installed in 2000 as part of the street reconstruction project. <br />The crossing is owned by CPKC Rail, and its policy is to furnish the materials and labor and split <br />the cost of the crossing with the City, with the railroad paying for labor and equipment and the <br />City paying for materials, as well as traffic control and pavement restoration. <br />The total cost is estimated at $183,134.84. The City’s share is $103,494.84 plus the cost of traffic <br />control and pavement restoration. The additional costs are estimated at $8,000, bringing the <br />City’s estimated share to $111,494.84. The total cost has increased substantially since last fall, <br />when staff received an estimate for the work from CPKC Rail. Material costs are the main reason <br />for the large increase. <br />The work will necessitate the closure of Little Canada Road for at least one week. Staff will <br />work with CPKC Rail as best as they can to get the proposed replacement dates and get notice <br />out as soon as possible. <br />Source of Funds: <br />Funds will be used from the Capital Improvement Fund – Fund 400. $90,000 has been budgeted <br />for this project in 2026, but there are sufficient funds in Fund 400 to support the increase. <br /> <br />Staff Recommendations: <br />Staff recommends approving the agreement with CPKC Rail to replace the Little Canada Road <br />railroad crossing at a cost of $183,134.84, with the city’s share being $103,494.84. <br /> <br />Attachments: <br />• CPKC Proposal
