MINUTES <br />CITY COUNCIL <br />APRIL 4, 2012 <br />$850,000. Xeel estimates the cost from the freeway to McMenemy Street <br />at $420,000 plus or minus 30 %. The Engineer reported that given the <br />power poles have to be relocated as part of the project, he asked for a <br />credit of relocation costs toward the cost of burying. Xcel's indicated that <br />it was their position that the City could meander the sidewalk around the <br />power poles; therefore, they are not obligated to provide a credit. The <br />City Administrator reported that this issue is still in discussion. The <br />Administrator reviewed the City's franchise agreement with Xcel, and <br />stated it was clear that a street and /or sidewalk improvement would trigger <br />Xcel's relocation of power poles at their own cost. The Administrator <br />reported that the City of Roseville is battling this issue with Xcel on the <br />Rice Street project, and will be filing a letter with the Public Utilities <br />Commission. <br />The City Engineer reported that in order to get a better estimate on the cost <br />of burying the power lines from the freeway to McMenemy Road, Xcel <br />requires an engineering estimate. The cost of that estimate is $5,000 and <br />would be borne by the City. Xcel indicated that they could not have the <br />estimate ready until July. <br />There was discussion about whether or not the project would be able to <br />proceed this year given the need for easement /right -of -way acquisition as <br />well as the fact that an estimate from Xcel for burying the power lines <br />would not be ready until July. There was extensive discussion about the <br />issue of burying the power lines, the ability to obtain a credit for power <br />pole relocation against the cost of burying from Xcel, the fact that Xcel <br />has provided an engineering estimate of the cost of burying the lines from <br />Edgerton Street to McMenemy Street at just over $400,000, and how these <br />costs could be paid for. Options for payment could be from the City's <br />franchise fee or a CSF fee similar to what the City of Roseville has <br />imposed. Keis noted that there would be additional costs to property <br />owners to bury their electrical services running into their homes. <br />It was the consensus of the Council to order the engineering estimate from <br />Xcel for the cost of burying the power lines from the freeway to <br />McMenemy Road. Blesener pointed out that the estimate from Xcel <br />would not be ready until July, but the City needs time to obtain appraisals <br />of the needed easements/rights-of-way as well as time to negotiate with <br />property owners for these easements /rights -of -way. <br />There was discussion about the possible need to delay the project until <br />next year. Boss asked how long a project of this nature would take. The <br />City Engineer estimated a minimum of 2 'h months. Therefore, it would <br />be possible to start the project later this summer and still complete it by <br />the end of the construction season. It was also noted that if the power <br />5 <br />
