He also explained the one way traffic flow that would <br />result in this area. 1 -1e noted that a portion of these curbed islands extends <br />onto the former Norm's property. This proposal has not yet been <br />discussed with the property owner. The Engineer again pointed out that <br />the County is in charge of managing the access points along Little Canada <br />Road, and there will likely be additional changes proposed along the <br />street. <br />The Engineer then reported the need for some additional right-of-way <br />along Little Canada Road. He indicated that under the plan proposed, a <br />sidewalk easement is needed from the gas station property and four <br />residential homes on the south side of the street. There is also the need for <br />an easement from the house on the southwest corner of Little Canada <br />Road and Edgerton Street. Given the addition of a turn lane in this area, <br />the sidewalk would be pushed further to the south, necessitating an <br />easement. The Engineer reported that the only area where additional street <br />right -of -way is needed is from the St. John's Church property. The City <br />Administrator recommended that City staff work to obtain the necessary <br />easements /rights -of -way. The Administrator suggested that appraisals be <br />obtained for these easements /rights -of -way. The City will then take that <br />information and approach the impacted property owners. Boss asked what <br />will happen in the event a property owner refuses to grant the easement or <br />dedicate the right -of -way. The Administrator pointed out that the City has <br />the ability to use eminent domain to obtain this land. Given the need to <br />work out these details, the Administrator indicated that it may not be <br />possible to construct the project this year. Another option would be to do <br />the street project and wait until the following year to put in the sidewalks. <br />The Engineer indicated that the County will likely require both lifts of <br />asphalt be installed in the same year. Therefore, delaying the sidewalk <br />work could result in the street surface being damaged. <br />The Engineer reviewed the sidewalk area adjacent to the parking lot at <br />Little Canada Road and McMenemy Street. He noted that this sidewalk <br />area consists of pavers. There are also a couple of banner poles in this <br />area. Given the pavers will have to be taken out and relocated since the <br />sidewalk is moving back, the Engineer suggested the use of concrete for <br />the sidewalk rather than relaying the pavers. He also noted that it may be <br />difficult to relocate the banner poles. The Engineer and City <br />Administrator indicated these details will have to be worked out as the <br />project design moves forward. <br />The Engineer then reviewed the issue of burying of power lines. There are <br />16 power poles that must be relocated along the project from the freeway <br />to McMenemy Street. The Engineer reported that the estimate to bury the <br />power lines along the entire length of the project is approximately <br />4 <br />
