<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Steve Anderson, Parks and Recreation Director <br /> Bryce Shearen, City Administrator <br /> <br />Date: February 11, 2026 <br /> <br />Re: Authorize Issuance of a Request for Proposal for Community Building Architectural <br />and Engineering Services <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Staff to issue a request for proposal for Community Building Architectural and Engineering <br />Services. <br /> <br />Background: <br />At the City Council meeting on November 12, 2025, the Community Building Technical Advisory <br />Committee (TAC) presented a report and recommendation for a community building in Little <br />Canada. The City Council accepted the Community Building TAC Report & Recommendations and <br />authorized staff to develop a Request for Proposals (RFP) to procure engineering and design <br />services for a community building. <br /> <br />Proposers are to use the TAC Report as guidance and working in partnership with the City, the <br />selected proposer will prepare architectural drawings and support the development of building-level <br />cost estimates. <br /> <br />Project Roles and Responsibilities: <br />City of Little Canada <br />The City will provide overall project direction, policy decisions, and approvals at key milestones. <br />The city will review design documents, cost information, and recommendations and will provide <br />timely feedback to support project progress. <br /> <br />Architect/Engineer (A/E) <br />The selected A/E firm will be responsible for the complete architectural and engineering design of <br />the project and for coordinating with the city throughout all phases. Responsibilities include: <br />• Overall project management and coordination <br />• Schedule development and monitoring <br />• Cost estimating and budget tracking <br />• Facilitation of bid package(s) strategy <br />• Preparation of all design and construction documents <br />• Coordination of engineering disciplines and consultants <br />• Preparing all required drawings and documentation to permitting agencies <br />• Participation in bidding and construction administration <br />• Ensuring design compliance with program, budget, and applicable codes
