I. Introduction and Background <br />Introduction <br />The City of Little Canada is seeking to retain a qualified architectural and engineering (A/E) firm to <br />provide professional design services for the construction of a new community building. The selected firm <br />will work with City Staff, the Technical Advisory Committee (TAC) and key stakeholders to provide <br />schematic design, design development, construction documents, cost estimating and construction <br />administration services for a new community building at Pioneer Park. <br />The City of Little Canada (hereinafter referred to as the CITY) makes this Request for Proposals <br />(hereinafter referred to as RFP) to obtain Proposals for Architectural and Engineering (A/E) services <br />(hereinafter referred to as the CONSULTANT) that will be used to select a design team for the Project. <br />The Project is generally described in the “Scope of Work & Services” contained within this RFP. <br />This project is intended to be a traditional design-bid-build delivery method. <br /> <br />City Background Information <br />Little Canada, Minnesota, is a community of approximately 11,000 residents located just north of Saint <br />Paul. Originally established as a township more than 150 years ago, Little Canada has maintained its <br />small-town character while continuing to grow and evolve. <br />The City is governed by a City Council consisting of a Mayor and four Council Members, who establish <br />City policy. The City Administrator is responsible for the day-to-day administration of City operations. <br /> <br />Purpose <br />The City is requesting proposals from qualified firms to provide architectural design and professional <br />services for a new community building located in Pioneer Park. The scope of this request includes <br />architectural and engineering services to deliver a complete document set for bidding and construction. <br />The City has convened a Technical Advisory Committee (TAC) to engage the community, evaluate needs, <br />and develop a final report outlining recommendations for the community building. The TAC Report <br />(Exhibit A) was formally adopted by the City Council in 2025. <br /> <br />Using the TAC Report as guidance and working in partnership with the City, the selected proposer will <br />prepare architectural drawings and support the development of building-level cost estimates.
