<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Laura Linehan, Assistant City Administrator <br /> Heidi Heller, City Clerk/HR Manager <br /> Bryce Shearen, City Administrator <br /> <br />Date: February 11, 2026 <br /> <br />Re: Authorize Issuance of a Request for Proposal for Classification and Compensation <br />Study Services <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Staff to issue a request for proposal for classification and compensation study <br /> <br />Background: <br />At the City Council workshop on August 11, 2021, staff presented a proposal to conduct a <br />classification and compensation study with David Drown Associations (DDA). This proposal was <br />for a total of $4,500 and provided two overarching services: a market analysis and a pay structure <br />calibration. Following that workshop meeting, on September 22, 2021, the City Council authorized <br />executing a contract with DDA for services. <br /> <br />At the February 23, 2022, workshop, staff presented the compensation and classification study. The <br />objectives presented in that study included: <br />• Collection of market wage data <br />• Development of a compensation structure that is market competitive <br />• Creation of implementation plans <br /> <br />At the workshop, DDA presented the study, provided an overview of pay equity implications and <br />adjustments, and reviewed possible implementation scenarios. The job evaluation system used to <br />score each position was the state job match evaluation system, created in 1988 and only slightly <br />modified since, with the latest adjustments made in March 2023. The peers utilized in the study <br />include: <br />• Arden Hills <br />• Lake Elmo <br />• Mahtomedi <br />• Maplewood <br />• Mendota Heights <br />• Mound <br />• North St. Paul <br />• Roseville <br />• St. Anthony <br />• Shoreview <br />• Vadnais Heights <br /> <br />On March 8, 2022, the Personnel Committee met for additional considerations. At the March 23, <br />2022, City Council meeting, staff presented the compensation study for approval. <br /> <br />
