MINUTES <br />CITY COUNCIL <br />MARCH 29, 2012 <br />Boss introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -3 -60 — CALLING A WORKSHOP MEETING <br />FOR WEDNESDAY, APRIL 4, 2012 AT 7:00 P.M. RELATIVE TO <br />THE LITTLE CANADA ROAD IMPROVEMENT PROJECT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />SANITARY The Public Works Superintendent reviewed his report dated March 21, <br />SEWER 2012 outlining an expansion of the City's efforts in identifying inflow and <br />SERVICE infiltration (I & I) problems in its sanitary sewer system. The <br />INSPECTIONS Superintendent reported that while the City's flows have remained below <br />the Met Council's threshold for excessive I & I, dry weather has likely <br />played a role. Last year with the wet spring and early summer, the City <br />had an 18.4% increase in treatment costs paid to the Met Council. Based <br />on that number along, it is obvious the City has a fair amount of I & I in <br />its system. The Superintendent reported that, to date, the city has <br />inspected sump pumps, roof leaders, manholes, and its own sewer mains. <br />One potential contributor that has not been investigates is leaks in private <br />sanitary sewer service lines. Therefore, City staff is recommending that a <br />representative sample of private lines be taken to project the level of I & I <br />coming from these lines. <br />The Superintendent reported that the property owner is responsible for the <br />sanitary sewer line that runs from the house to the connection point at the <br />sewer main. Many of these service laterals are made of clay or cast iron <br />pipe, and past experience has shown some to have bad joints or cracks that <br />allow groundwater to enter the pipe and eventually the City's main. The <br />Superintendent reported that the city has video evidence of at least two <br />services that show an estimated 10 to 15 gallons of water per minute <br />leaking into the line. Sewer lateral made of PVC or ductile have not had <br />as many problems. <br />Keis asked approximately when the materials used for sewer laterals <br />changed to PVC or ductile. The Superintendent replied that by mid to <br />later 1990's this change was made. <br />The Superintendent suggested that if this program is approved, an article <br />will be included in the April newsletter asking for volunteers to have their <br />service laterals televised by a contractor hired by the City. Staff will <br />review the volunteers and determined whether or not a property would be <br />a good candidate for this program and will select a number of services to <br />14 <br />
