MINUTES <br />CITY COUNCIL <br />MARCH 29, 2012 <br />televise. The preference would be to have at least twenty in hot spot areas <br />of the City. <br />The Superintendent reported that a televising contractor was contacted for <br />pricing. Televising costs are $145 per hour if the line does not need to be <br />pre- cleaned. If pre - cleaning is necessary, the cleaning would be at a cost <br />of $145 per hour and $80 for televising. The contractor normally charged <br />a two -hour minimum, but given the ability to set up an efficient schedule <br />that will allow them to televise several services, the cost would be $145 <br />per service. If the program is approved, other pricing will be obtained. <br />The Superintendent indicated that the goal would be to televise <br />approximately 40 services in hot spots in the City, and requested that the <br />Council authorized up to $10,000 for the televising of these services. <br />Keis asked if the homeowner will be required to make corrections to their <br />sanitary sewer lateral if problems are identified. Keis asked what <br />incentive there would be for a property owner to volunteer for this <br />program. The Superintendent reported that staff has not put together a <br />plan for the next step in this program. He indicated that some cities who <br />have undertaken similar programs have required property owners to make <br />the repairs at their own cost and other cities have put together a cost -share <br />program. <br />Keis questioned the cost - benefit of the program pointing out the cost of <br />repairing sanitary sewer laterals with the cost of treatment. The City <br />Engineer indicated that a'h gallon per minute leak may have a pay back of <br />5 to 10 years, while a / gallon per minute leak may have a pay back of 20 <br />years. The cost - benefit will depend on the severity of the leak. The <br />challenge will be spending money to correct I & I issues that will give the <br />City the most return for the dollars spent. <br />Keis asked if it is possible to identify lateral leaks by televising the City's <br />sewer line. The Superintendent reported that this can be done to a Limited <br />extent through the identification of mineral deposits at the lateral <br />connection point to the main sewer. <br />Keis noted that one benefit to property owners would be that their sewer <br />line would be cleaned. Montour felt that there would be concerns on the <br />part of property owners who volunteer to have their sewer lateral televised <br />and are then required by the City to make expensive repairs. McGraw <br />agreed that the pay -back versus the investment must be reasonable. <br />Montour pointed out that the cost of I & I is borne by all the property <br />owners in the City. He asked if the City has evaluated the larger <br />complexes. The Superintendent reported that he is putting together a plan <br />15 <br />
