MINUTES <br />CITY COUNCIL <br />MARCH 29, 2012 <br />Montour asked about screening with a wood fence. Anderson pointed out <br />that a Conditional Use Permit would be required to construct a wood fence <br />in his front yard. <br />Anderson stated that behind the screening he would like to store his wood <br />pile, boat and trailer, and utility trailer. He indicated that the location of <br />the boat and trailer and utility trailer would flip -flop on occasion. <br />Anderson also asked if the height of the wood pile could be up to 6 feet. <br />Anderson reported that the wood pile has existed on this property in the <br />same general location for the past 30+ years. He noted that the length of <br />wood pile had run north /south. When he purchased the property a couple <br />of years ago, he changed the wood pile to run east /west. This provided for <br />easier access to the City's nearby manhole. <br />Boss asked about the placement of the flags in the pictures presented. <br />Anderson reported that the flags are approximately 4 feet on center and <br />would depict arborvitae plantings. If pines are used, the spacing would be <br />6 to 8 feet on center. <br />Sam Roberto, property owner to the north, was concerned that Anderson <br />wanted to install 4 foot high plantings, but raise the height of the wood <br />pile to 6 feet. Roberto stated that he would like the height of the plantings <br />and the wood pile to match. Roberto requested that the length of the <br />screening be verified. Roberto then presented a copy of City Code which <br />has a requirement that a property survey be presented for a fence which is <br />placed on a property line. Montour noted that the Code requirement <br />would apply if Anderson constructed a fence. Roberto felt that plantings <br />should not be placed directly on the property line. Anderson indicated that <br />the plantings would be placed on his property. Montour noted that if there <br />are plantings within the right-of-way that obstructed the City's access, the <br />City would remove the plantings. <br />Roberto then raised concern about the planting barrels that Anderson <br />placed on the right -of -way. Roberto stated that he did not find anything in <br />the Code that allowed a property owner to place items, other than sod, on <br />the right -of -way. Montour noted that theoretically the right -of -way <br />referred to is Anderson's driveway. Anderson indicated that his intention <br />was to plant flowers in the barrels and improvement the entrance into his <br />property. Roberto indicated that if planters are allowed to be placed in the <br />right -of -way, he may be interested in doing the same. <br />Roberto then questioned driveway access with Anderson reading the City <br />Engineer's report dated October I, 1976 indicating that the improvement <br />of Rose Lane in this location is not economically feasible.
