MINUTES <br />CITY COUNCIL <br />MARCH 29, 2012 <br />Schultz expressed concern with the Frattalone recycling pile commenting <br />that there has been nothing done to clean up that property. Montour <br />disagreed and indicated that the height of the recycling piles is lower than <br />previously. Montour also pointed out that the Ryan Industrial Park <br />businesses have been appreciative of the City's efforts to work with them <br />rather than just banning outdoor storage altogether. Schultz felt that <br />businesses should meet the City's Zoning Code requirements, otherwise <br />there seems to be no end to the requests for CUPs and Variances. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -3 -52 — APPROVING THE AMENDMENT <br />TO CONDITIONAL USE PERMIT FOR OUTSIDE STORAGE TO <br />INCLUDE UP TO THREE STORAGE CONTAINERS ON THE RUSS <br />FISCHER PROPERTY AT 200 RYAN DRIVE SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER AS OUTLINED IN HIS REPORT DATED MARCH 2, <br />2012, THE RECOMMENDATIONS OF THE PLANNING <br />COMMISSION, AND SUBJECT TO THE STORAGE CONTAINERS <br />BEING PAINTED TO MATCH OR COMPLEMENT THE <br />PRINCIPAL BUILDING BY AUGUST 1, 2012 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VARIANCE — Acting Mayor Montour opened the continued Public Hearing to consider <br />298 ROSE the request of Derek Anderson for a Variance to allow outdoor storage <br />LANE — of a wood pile in a front yard and the parking of a boat and trailer as well <br />ANDERSON as utility trailer in the front yard of 298 Rose Lane. The City Planner and <br />Planning Commission have recommended approval subject to conditions. <br />Derek Anderson, 298 Rose Lane, noted that the issue of discussion at the <br />last meeting related to the screening of the outdoor storage area with either <br />plantings or a fence. Anderson stated that his preference was to screen <br />with plantings and noted that if arborvitaes were used, they would be <br />planted 4 feet on center. If pine trees are used, they would be planted 6 to <br />8 feet on center. Height would be a minimum of 4 feet. Anderson <br />suggested the use of pine trees for screening as he can transplant the trees <br />from his property up north. The trees would be planted on his property <br />and would screen the view of the storage area from the Roberto porch. <br />3 <br />
