Background of Project <br />Elim Care expanded to the St. Paul location in 1996 when it purchased the property jointly <br />with Twin City Christian Homes (TCCH) after the two organizations operated the facility during a <br />court appointed receivership period. Effective December 31, 2000, TCCH withdrew as a member of <br />New Harmony Care Center, Inc. and Elim Care, Inc. became the sole member. Previous to Elim and <br />TCCH's ownership, the facility operated under the name Harmony Care Center. <br />The Project is located at 135 East Geranium, St. Paul, Minnesota. It is near the Maryland exit <br />from Highway 35E, just north of downtown St. Paul. The Project is a three -story brick, steel and <br />block structure with several courtyards. The site is located approximately 3 miles from Ramsey <br />Hospital, St. Joseph's Hospital and United Hospital. The building was originally constructed as a <br />91 -bed facility in 1966. An addition was constructed in 1982 to increase the beds to 150. Since <br />1996, the facility delicensed 74 beds to eliminate rooms with more than 2 beds and to vacate the <br />lower level resident rooms. Currently, the facility has 1 private room with its own bathroom, 29 <br />single -bed rooms that share a bathroom and 46 double - bed rooms for a total of 76 beds. The current <br />site is approximately 46,000 square feet. <br />New Hauwony Care Center, Inc. is currently a debt free facility. There is no need to pay off <br />any other loans included with this request. <br />The Project — New Harmony Care Center Moratorium Exception <br />The renovation approved by the State will create 56 private rooms and 20 double -bed rooms, <br />address waivers related to fire and life safety, modify toilet rooms to become handicap accessible, <br />create additional dining and activity spaces, relocate therapy services to a more accessible area in the <br />facility, replace the emergency nurse call system and a complete upgrade of the building's HVAC <br />and fire alarm systems. The renovation also includes establishing "Neighborhoods" for residents <br />who have similar types of care needs, such as rehabilitative therapy. Exterior improvements include <br />the replacement of windows, a remodeled entry area, and various siding upgrades. <br />The Financing Proposal <br />Elim is requesting proposals from parties interesting in financing this project.
