The policy is an <br />important safety regulation that has some limitations in its application. By incorporating <br />the policy in to an ordinance, the City can ensure that new subdivisions will be required <br />to accommodate a safety zone around the many pipeline easements in the City. <br />Because the City was developed around most of these pipelines, it is impractical to <br />apply the policy as a zoning regulation. Adopting the regulation into the zoning <br />ordinance would create numerous non - conforming conditions. While the safety issues <br />in existing neighborhoods are no less important, it will be necessary for the City to <br />consider other efforts to maximize pipeline safety in those areas. <br />However, new subdivisions establish new building rights that have not previously <br />existed.
