February 3, 2005 <br />Members of the Planning Commission <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />RG: Ramsey /Washington Metro Watershed District Project <br />With regard to the proposed Watershed Project, we would like to offer the following <br />comments: <br />Screening — the Public Zoning District requires that parking areas be screened <br />from view of the public right -of -way. It does not appear from the site plan that the <br />parking area is screened from Noel Drive, and we would request the Watershed be <br />required to comply with this Code requirement. <br />Outdoor Storage — the Watershed has indicated they have one boat and four <br />trucks. The proposed garage can accommodate indoor storage of the boat and two of the <br />trucks. Therefore, the remaining two trucks would be stored in the parking lot on <br />evenings and weekends. Should the parking lot be adequately screened, the two trucks <br />would not be visible from the street. Without adequate screening, and if these trucks are <br />visible from Noel Drive, we would request that no outdoor storage be allowed. <br />Side Yard Setback from a Public Right -Of -Way - The majority of the City's <br />zoning districts require an increased side yard setback for a side yard abutting a public <br />right -of -way. Only the B -2, B -W, and P Districts do not, and we believe that this is an <br />oversight /deficiency in the City Code. See below listing of side yard setbacks from <br />public rights -of -way: <br />R-1 — 30 feet <br />R -2— 30 feet <br />R -3 — 30 feet <br />R -B — 30 feet <br />B -1 — 40 feet <br />B -2 — no provision <br />B -3 — 40 feet <br />B -4 — 40 feet <br />B -W — no provision <br />B -I — 40 Feet <br />I- l — 40 feet <br />1 -2 — 40 feet <br />I -P — 40 feet <br />1? — no provision <br />
