Given the fact that the March Planning Commission meeting <br />was cancelled due to a lack of action items and with the potential for possible applications for <br />I -P approvals that could be impacted by any changes we would enact, staff is recommending <br />we adopt an ordinance calling for a moratorium on all conditional use permits (CUP) for <br />outdoor storage in the I -P zoning district. <br />The City Attorney has prepared an ordinance to adopt a moratorium. (See correspondence <br />attached) The City Council will have to determine the length of time the moratorium is to be <br />effective. Staff believes 120 days should be adequate, but if it takes longer than that amount <br />of time, then we will need to conduct a public hearing and adopt findings of fact to extend <br />beyond that date. As the City Attorney has noted in his letter, we can enact a moratorium <br />ordinance for a period not to exceed one year. If we were to initially set a longer period (up to <br />the one year limit), we could then rescind the moratorium at an earlier date once we have <br />enacted the desired changes to our zoning code. <br />
