Hanson <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Admin. & Jessica Jagoe, Code Enforcement Officer <br />DATE: March 4, 2005 <br />RE: Sign Ordinance Modifications Relating to Banners <br />At our last meeting, staff was directed to review prepare recommendations for changes to our <br />sign ordinance dealing with banners. To assist in the review of this issue, staff conducted a <br />survey of neighboring cities to review their sign ordinances relative to the treatment of <br />banner. (Copy of results is attached.) We have also attached our current ordinance provisions <br />that deal with banners and temporary signs. Lastly, we have attached background material <br />dating hack to August of 2002 when Perry Linn, former owner of Goodyear Auto Center, <br />asked us to liberalize our handling of temporary signs. <br />Some of the issues and possible solutions with our current banner ordinance (allowing <br />banners without a permit) are as follows: <br />■ Definition of Advertising —There appears to be an error in our definition in that I <br />don't believe we want banners that advertise "products, goods, and /or services which <br />are not exclusively related to the premise on which the sign is located." Secondly, <br />staff has interpreted services broadly to include the business, i.e. State Farm, as an <br />insurance agency is a service. <br />Solution: Clarify definition of banner to address Council's goals of what is <br />appropriate to use a banner for. <br />Under Banners — Advertising /Promotional -- aesthetically pleasing is somewhat <br />subjective. <br />Solution: We could better described "aesthetically pleasing" to include criteria such <br />as anchored at four corners, taut, no tears or fraying, no fading, etc. (Note: this will <br />involve on -going policing by staff) <br />
