Hanson TO: Mayor Blesener and Members of the City Council FROM: Joel Hanson, City Admin. & Jessica Jagoe, Code Enforcement Officer DATE: March 4, 2005 RE: Sign Ordinance Modifications Relating to Banners At our last meeting, staff was directed to review prepare recommendations for changes to our sign ordinance dealing with banners. To assist in the review of this issue, staff conducted a survey of neighboring cities to review their sign ordinances relative to the treatment of banner. (Copy of results is attached.) We have also attached our current ordinance provisions that deal with banners and temporary signs. Lastly, we have attached background material dating hack to August of 2002 when Perry Linn, former owner of Goodyear Auto Center, asked us to liberalize our handling of temporary signs. Some of the issues and possible solutions with our current banner ordinance (allowing banners without a permit) are as follows: ■ Definition of Advertising —There appears to be an error in our definition in that I don't believe we want banners that advertise "products, goods, and /or services which are not exclusively related to the premise on which the sign is located." Secondly, staff has interpreted services broadly to include the business, i.e. State Farm, as an insurance agency is a service. Solution: Clarify definition of banner to address Council's goals of what is appropriate to use a banner for. Under Banners — Advertising /Promotional -- aesthetically pleasing is somewhat subjective. Solution: We could better described "aesthetically pleasing" to include criteria such as anchored at four corners, taut, no tears or fraying, no fading, etc. (Note: this will involve on -going policing by staff)
