• Undefined Time Limit for Banners - With many businesses, banners are removed <br />based on the expiration of the events or services they were intended to promote. <br />However, a number of them remain up indefinitely when they are of a less specific <br />nature. The longer they are up, the worse they begin to look due to the effects of the <br />wind and sun. <br />Solution: Modifying the definition to restrict banners to the promotion of an event or <br />service with a defined time period could solve this. (This would become self - policing <br />in most cases.) Another option is to have banners be considered temporary signs again <br />to incorporate the time limits specified under that portion of the code. This will <br />provide the most control and generate some dollars to offset enforcement costs. This <br />approach is also consistent with most of our neighboring communities. <br />• Requests from the business community: One local businessperson asked that <br />banners be allowed to be mounted to single pole pylons. However, the survey <br />information indicates most cities require them to be affixed to the principal structure. <br />Staff is also not sure how this would be done in order to make them secure in windy <br />conditions. <br />Solution: None suggested. <br />The City Council should review this information and provide direction as to what changes are <br />appropriate. Based on your direction, staff can prepare the appropriate amendments for your <br />consideration. <br />
