Said signs shall be at least five (5) feet from the property <br />line. It is hereby noted that sign permits for multiple tenant <br />buildings may not be reallocated from one tenant to another <br />to increase the allowable number of signs in any calendar <br />year. <br />a.2. Exempted from this ordinance are government and <br />community -based organizations defined as non - profit, <br />governmental, religious, educational, or institutional groups <br />having tax - exempt status as defined by the Internal <br />Revenue Service, having an address within the city, and <br />that have been in existence for at least three (3) years. <br />These organizations are allowed four (4) temporary off= <br />premise signs per event each having a 14 day display <br />period immediately prior to the event measured from the <br />event's ending date. Said permit request shall be subject to <br />the approval of the property owner upon whose property <br />the sign(s) is /are to be located. <br />b. Except as expressly allowed in Section 903.110.C.4.c. <br />below, no temporary sign shall exceed thirty -two (32) <br />square feet in area nor six (6) feet in height, as measured <br />from the ground over which the sign is displayed. Banners <br />may be up to forty (40) square feet in size. <br />c. A lighter than air balloon, blow up sign, no more than <br />thirty -five (35) feet in diameter, may be used as a <br />temporary sign no more than one (1) time a year for no <br />more than five (5) consecutive days, except in the case of a <br />"Grand Opening" as provided for in 903.110.C.11. <br />d. Each application for a temporary sign shall be accompanied <br />by a fee, set by resolution of the City Council, which shall <br />cover the administrative expenses of the permit. In <br />addition, each application shall be accompanied by a <br />deposit, set by resolution of the City Council, which shall <br />be returned to the applicant upon request, and only in the <br />event that the temporary sign has been removed by the date <br />of the expiration of the permit. In the event that the sign is <br />not removed by the permit expiration date, the City shall <br />not refund the deposit. The City may apply other <br />enforcement remedies as well. <br />
