MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2005 <br />NON - <br />RECREATIONA L <br />WOOD <br />BURNING <br />STOVES <br />PARKING <br />RESTRICTIONS <br />The Administrator reported that one of the parties interested in the <br />property would be storing large storage containers. <br />The Council agreed that the matter should be referred to the Planning <br />Commission for a recommendation. <br />Blesener indicated that given previous discussion relative to the <br />Precision Tree wood burning stove, he asked if the Council wanted to <br />consider the regulation of non - recreational wood burning stoves in the <br />City. He noted that as part of the Precision Tree discussion, it was <br />reported that there is another stove that exists in the City. There have been <br />no complaints relative to this second stove. <br />Allan pointed out that in discussion the issue with the EPA, they noted that <br />outdoor non - recreational wood burning stoves do not typically exist in <br />metro residential areas. The City Administrator noted that these stoves are <br />usually in rural areas where there is a more ready source of wood. The <br />Administrator thought that, as a result, metro cities have not done much to <br />address these stoves. The Administrator indicated that staff could do a <br />survey of metro cities to try and gather some information. It may be that <br />cities require increased setback or screening of these stoves. Once the <br />information is gathered, it will be reported to the Council. <br />Blesener noted the information provided by the City Administrator <br />relative to parking restrictions on City streets due to their designation as <br />on- street pedestrian paths. Blesener felt that there were a couple of streets <br />that were overly restricted, noting that it may not be necessary to post both <br />sides of McMenemy Road and Viking Drive as no parking. Blesener felt <br />that being overly restrictive deprives some property owners of rights that <br />others have. <br />Allan felt the number of people using the on- street paths on McMenemy <br />Road was limited. She also noted that is very difficult for property owners <br />to accommodate unannounced visitors where there is no sufficient time to <br />obtain a parking permit from the City. <br />The City Administrator pointed out that in addition to the posting of <br />streets with on- street paths, there are parking restrictions of varying <br />degrees on other City streets. <br />Blesener noted that there are some very busy streets as well as streets that <br />will be used as alternative routes during Unweave the Weave that will <br />need to remain posted as no parking. <br />14 <br />-13- <br />
