Review Effectiveness of Speed Board — Traffic Officer Tim Entner has reported to the <br />Contracting Group that the electronic speed boards we are now using have been very effective <br />in controlling speeds within neighborhoods, especially when supported with a periodic law <br />enforcement presence. However, I do not have quantified data I will ask him for his <br />commentary in this regard. <br />Explore No Parking Policy — This topic could take on a couple of lives. One would be the <br />pedestrian trail issue we have recently been discussing. Another could be the implementation <br />of a winter no- parking ordinance similar to most of our neighboring cities. Public Works will <br />likely comment on the latter at an upcoming workshop. <br />Install Natural Sound Barriers along the Freeway — Sound barriers will be forthcoming in <br />many areas as part of Unweave the Weave. However, I believe this suggestion was for other <br />areas such as exist along Highway 36. MnDot has assisted planting projects for this purpose. <br />While the specific noise reduction may be negligible, the aesthetic enhancements from the <br />visual screen do have utility. A coordinated effort is needed to make this successful. This did <br />occur on Viking Drive a few years ago. <br />Review Goose Control Tactics — The never - ending topic. I believe we will need to continue <br />to have Dr. Cooper's team remove geese to keep this situation manageable. We will continue <br />to promote goose control topics in our newsletter such as not feeding them, landscaping <br />techniques that discourage their presence, and chemical repellants for use on an individual <br />basis. <br />Develop Municipal Utilities Such as Liquor Store and Electric Utilities — These types of <br />enterprises can be cash generators for cities. In our case, the difficulty would lie in <br />supplanting existing licensees or franchisees due to the associated monetary requirements. <br />You could ask the City Attorney to comment on this as well. <br />6 <br />
