Memorandum <br />-EL RING S 4ISSO(141T .{S <br />TAUS HHOATA <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: April 22, 2005 <br />RE: State of Minnesota Partnership Contract <br />Background <br />As you are all aware the City is reconstructing County Road B2 from Rice Street to <br />Viking Drive as part of the City's 2005 improvements project. This road is on the City's <br />Municipal State Aid (MSA) system and therefore is eligible for funding through the City's <br />MSA account. To ensure proper design of streets that MSA funds are expended on, <br />Mn /DOT has always required review and approval of the plans. To further ensure the <br />proper construction of these streets, Mn /DOT has implemented increased material <br />testing requirements beyond standard on -site testing. These additional testing <br />requirements include on -site plant inspection during bituminous and concrete production. <br />Two options are available for providing these testing services. Either a private <br />independent testing company with a Mn /DOT certified plant inspector can be hired, or <br />Mn /DOT inspection can be used. <br />The attached Partnership Contract would allow the City to request that Mn /DOT <br />complete the plant material testing services, along with all services listed in Appendix A. <br />For any /all work to be performed under this contract, the City must first make a written <br />request to the State. Once the request is accepted the state will perform the work and <br />invoice the City at the time of completion or at a maximum of once per month. <br />Summary and Recommendations <br />Due to the number of projects involving Mn /DOT, County State Aid Highway (CSAH), <br />and MSA funds it is very likely that a Mn /DOT inspector will already be at the plants <br />performing tests for another project. If the City has requested that plant testing be <br />completed by Mn /DOT this same individual could be testing our mixtures at the same <br />time. <br />It is our recommendation that the City Council authorize the City to enter into the State of <br />Minnesota Partnership Contract, see attachment.
