SAMPLE RESOLUTION WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners authorized the County Manager to proceed with the design and construction of a Countywide subsystem backbone to the Metropolitan Radio Board's Public Safety Communication System (PSCS) /800 MHz Interoperable Communication System; and WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners authorized the County Manager to develop a preliminary design of a Ramsey County PSCS /800 MHz PSAP/Dispatch Center that would be sized to allow for potential future countywide dispatching; and WHEREAS, on June 22, 2004, the Ramsey County Board of Commissioners authorized the County Manager to begin negotiations with all of the municipalities in Ramsey County regarding dispatching services throughout the County; and WHEREAS, The Ramsey County Board of Commissioners has taken a position in support of exploring consolidation of dispatching services because Commissioners believe that it provides several advantages to all of the jurisdictions in the County; and WHEREAS, On April 26, 2005, the Ramsey County Board of Commissioners approved a financing option that over an eight -year period clocks down contributions for operating costs by those cities operating PSAP/Dispatch Centers that choose to join the consolidated Dispatch Center on the following schedule. This schedule assumes a start -up date of January 1, 2006. If operations start at a later date, year 1 is twelve months from start -up, and each year thereafter will refer to the next twelve -month period.
