Resolution regarding consolidated dispatch that five Board Members adopted just a couple
of weeks ago? And is there time to achieve this?
And, assuming the Board does not modify its consolidated dispatch Resolution, what are our
realistic alternatives to the County's consolidated dispatch plan? Is there really the
will within our communities to organize and operate a separate dispatch center or centers.
Could /Would White Bear Lake or Maplewood absorb some or all of our call load? At what
price?
Finally, some of the policy questions embedded in all of this include:
* The notion of spreading costs for a government service among all Ramsey residents
through the county property tax even though not all Ramsey residents use that service
equally or as intensely;
* The notion of paying for a government service based on who is driving the cost for that
service;
* How to determine which government services should be funded via property taxes vs. a
fee - for - service or some combination of the two, and how should dispatching services and
800 MHz radio services get categorized in terms of these funding options?
* What do suburban Ramsey cities and their residents really gain from being part of Ramsey
County? Could those benefits be achieved in a more cost - effective manner? Are more cost -
effective alternatives politically feasible?
I welcome your comments about whether a meeting regarding consolidated dispatching might
be worthwhile. I also welcome your input about any of the assumptions or assertions or
questions above.
Neal
Office: 651- 792 -7021
Mobile: 651 -775 -3556
Fax: 651 - 792 -7020
-14-
