Hanson <br />Some of our apartment complexes have been experiencing a high call activity for police services. <br />Montreal Courts has been the highest user of police services both on a total basis (consistent with <br />their 444 rental units being the largest complex in the City) and on a "calls per unit basis ". (See <br />Multi- Family Calls for Service Analysis Spreadsheet) Calls for service of over .50 per year <br />would seem to indicate potential problems. Two properties exceed this amount of calls. <br />(Montreal Courts and The Provinces) <br />The appropriateness of holding the property owner /manager responsible for the acts of tenants <br />generates substantial debate. (See articles from Minnesota Realestate Journal dated October 15, <br />2003, and two others from RHOL.com.) However, by not doing so, complexes with high crime <br />activity are taxing our law enforcement resources thereby impacting the services available to the <br />balance of our citizens. <br />In addition to address the inordinate amount of police calls at some complexes, we may also be <br />able to impact the level maintenance at complexes. With our aging multi - family units, on -going <br />maintenance is critical to preserving our housing stock and in protecting property values. We <br />get a number of calls per year about problems in units ranging from severe water leaks, mold, <br />plumbing problems, etc. We have also discovered some unbelievable conditions that tenants <br />chosen to live with. By doing inspection of each unit, we may be able stay ahead of these <br />problems. <br />Inspection Programs: <br />Staff conducted research into existing rental housing licensing programs. A number of programs <br />exist. All of the programs included livability issues and included such things as exterior <br />condition, insect and rodent harborage, interior condition, and fire safety. Others expanded on <br />
