Potential challenges by property owners who disagree with our ordinance or specific
actions against their property.
Conclusion:
Staff believes the Brooklyn Center ordinance will be the most effective in terms of helping us
attain our objectives of lower calls for service at certain complexes. It should also provide
additional benefits in terms of improved property maintenance. The "provisional license"
feature should provide us with the opportunity to address the problems of specific complexes
without implementing an onerous licensing fee. It may also help us to keep fees reasonable for
the complexes that generally do a good job.
There are a couple of other provisions we could consider incorporating as well. Participation in
the Crime Free Multi - Housing Program put on by the Sheriff's Department seems to make a lot
of sense. Other ordinances also used the licensing aspect to incorporate solid waste recycling
provisions.
The City Council should review this information and provide direction as to additional research
you would like done. The City Attorney should also be involved to ensure we comply with the
myriad laws that will impact the implementation of this program.
I have asked the copied parties below to be present at the workshop to offer any insights or
opinions they may have on this topic.
cc: George Altendorfer, Undersheriff, RCSD
Lt.
