-E <br />Fee Schedules: <br />Here are the licensee fee schedules from some of the cities we reviewed: <br />Brooklyn Park: Two -year license - $150 for single family, duplex (per unit) condo, and each <br />townhouse. Apartments one to 14 units are $l65 and anything larger is an additional $11 per <br />unit. <br />Brooklyn Center: Two -year license - $375 for single family, duplex (per units) condo, and each <br />townhouse. Apartments are $155 per building plus $13 per unit with a minimum charge of $450. <br />Shoreview: One -year license - $100 base fee plus $7.50 per unit. If the complex participates in <br />the Crime Free Multi Housing program, then the unit charge is reduced to $5. <br />Blaine: One -year license - $50 base fee plus $4 per unit. <br />Fridley: One -year license — One unit is $41.25, two units are $82.50, three units are $123.75, <br />four units are $165, and anything over four units is an additional $8.50 per unit. <br />New Brighton: One -year license — based fee is $9.60 per unit plus an additional $2.50 per unit to <br />help fund the Crime Free Multi- housing position in Public Safety. (The $2.50 pays for 10% of <br />that position in 2005 and will increase to 50% over five years.) Also, if provisionally licensed, <br />that fee is $17.00 per unit and it is a six -month license. <br />You will notice after reviewing the above fees that they apply to all classes of rental property. <br />There are no provisions for higher fees for problem complexes as a standard practice, except in <br />the case of provisional licenses. (You will note in the Minnesota Realestate Journal Article <br />previously referred to that Brooklyn Park initially established a three - tiered rate structure based <br />on police calls. It was challenged one property manager in the court system. That provision no <br />longer appears in their code.) <br />You will also note that the other cities have licensed all rental property. In Little Canada's case, <br />most of our problems have been with fourplexes on up. Condos and townhomes have not been <br />an issue. However, we have experience occasional issues with duplexes. We have included a <br />listing of all complexes with four or more units in the City. <br />Caveats: <br />There will be a number of issues we need to be aware of if we implement a rental housing <br />licensing program. They are as follows: <br />Staffing impacts to conduct inspection program. Additional staffing will be needed to do <br />a thorough inspection program. We do not have a good estimate as to what will be <br />necessary at this time. <br />Access to individual units must be done in accordance with State and Federal laws and <br />with respect to tenant privacy. This may make inspection of all units difficult. (The City <br />Attorney should comment.) <br />
