MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2008 <br />Allan asked the Planner to determine if many other cities license outdoor <br />storage. Blesener also asked for a recommendation on the level of license <br />fee. <br />The City Planner suggested that the license fee could be tiered based on <br />experience with the business. If violations have occurred, that business <br />could be subject to a higher license fee. The Administrator pointed out <br />that this would be a way to recover costs from violators versus over- <br />charging compliant properties. <br />Duray stated that he would prefer to see the license fee at a minimum as it <br />is a tough business climate. <br />The Administrator pointed out that the tiered license fee is similar to what <br />the City has been discussing for multi-family housing. The fee goes up as <br />violations occur. <br />Montour stated that he would like to see the outdoor storage licensing <br />applied to all zoning districts, noting the outdoor storage area at North Star <br />Estates as an example. <br />Blesener noted that the consensus at this point was to regulate outdoor <br />storage by CUP as well as establish an outdoor storage license fee. <br />Knudsen felt that the amount of outdoor storage allowed should be scaled <br />to the size of the building. Blesener suggested that an equal amount of <br />outdoor storage to building footprint was too restrictive, and that maybe <br />1 %2 of the building footprint be allowed in outdoor storage. <br />Stanke indicated that 1 %2 times may be a problem for one of Lee <br />Rossow's properties as he has a small building on a large lot. Blesener <br />suggested that the restriction may encourage building development. <br />Blesener also indicated that it was his position that outdoor storage should <br />remain as an accessory use, not a principal use. <br />Louie Rustad expressed concern with the limitation of outdoor storage as <br />an accessory use noting that this would limit how they can use their <br />property. Dave Sandburg noted that this limitation would not allow them <br />to rent a portion of their property for outdoor storage of a couple of truck, <br />as an example. Blesener stated that this was correct, there would have to <br />be a principal use within the building that utilizes a portion of the property <br />for outdoor storage that is accessory to the business. Blesener noted that <br />allowing even a limited amount of outdoor storage as a principal use <br />would result open the City up to additional compliance problems. <br />11 <br />
