MINUTES <br />CITY COUNCIL <br />APRIL 11, 2012 <br />The goal action plan for "Pursue Shared Multi- Family Patrol Position" <br />was reviewed. The Administrator reported that the City of Vadnais <br />Heights has expressed interest in a shared multi- family patrol position on a <br />part -time basis as part of their 2013 Budget. The Council discussed the <br />benefits that the additional patrol has had at Montreal Courts Apartments. <br />The Administrator will continue to work with Vadnais Heights in the <br />hopes of sharing this position and developing the parameters of the <br />arrangement. <br />The next action plan discussed was "Pursue Funding for Reconstruction <br />of Rice Street Bridge at 694 ". The Administrator reported that this <br />project is not in MN DOT's upcoming project programming. The County <br />will continue its lobbying efforts for this project. The Administrator <br />indicated that the project may not happen for several years. <br />"Prepare Park Enhancement Plan" was reviewed. The Administrator <br />reported that the Parks & Recreation Commission will present this plan to <br />the Council at an upcoming workshop meeting. After review and approval <br />by the Council, the plan will be incorporated into the City's Capital <br />Improvement Program which is reviewed annually as part of the City's <br />budgeting process. <br />The Council discussed "Market the Twin Lake Land for Assisted <br />Living Project ". The Administrator noted that both this site and the <br />Winter's site are potential locations for an assisted living project. The <br />Administrator reported that one firm has contacted the City about such a <br />project, and he contacted Presbyterian Homes to determine if they had any <br />interest in developing a project of this nature in Little Canada. Another <br />option would be to do an RFP. The Administrator asked if the Council <br />which site they felt was more appropriate for an assisted project. The <br />Administrator also suggested that a developer interested in such a project <br />would do a market study, which could identify the more appropriate site. <br />It was the consensus of the Council that the City Administrator should <br />discuss this issue with the two potential developers to determine if either <br />had yet conducted market studies. If there is no action within the next few <br />months, the matter should be brought back to the Council for a decision on <br />how to proceed. <br />"Complete Pedestrian /Bike Trail System" was discussed with the <br />Administrator reporting that the Parks & Recreation Commission will be <br />touring the areas where there is potential to construct or make sidewalk or <br />trail connections. A priority list will be developed and will be presented <br />to the Council at an upcoming workshop meeting. It was the consensus of <br />the Council that the priority listings for the Park Enhancement Plan and <br />for the Pedestrian /Bike Trail System Plan should be prioritized in total <br />3 <br />
